Information Assurance Maturity for Government Digital Services

Abstract

As governments accelerate digital transformation, information assurance (IA) plays a central role in enabling trust, resilience, and secure delivery of public services. This study proposes an Information Assurance Maturity Model (IAMM) specifically tailored for government digital services. It identifies critical assurance domains, examines governance and capability gaps in public-sector environments, and presents a staged maturity framework. Using conceptual analysis supported by secondary data from global digital governance indices, the article argues that IA maturity directly influences service reliability, citizen trust, and operational continuity. Recommendations for policymakers and chief information security officers (CISOs) in government are also provided.
