As global digitalization accelerates, cross-border data movement has become fundamental to trade, cloud computing, digital finance, supply chains, and transnational governance. However, differences in national data protection laws, digital sovereignty concerns, cybersecurity risks, and geopolitical tensions have led to fragmented approaches to data governance. This paper analyzes existing information policy models for cross-border data flow, including open-data transfer regimes, restricted data sovereignty models, data localization frameworks, hybrid multilateral agreements, and rights-based regulatory systems. A Cross-Border Data Policy Matrix (CBDPM) is proposed to classify and evaluate these models based on sovereignty, interoperability, compliance, and economic impact. The study concludes with implications for governments, businesses, global institutions, and international regulatory harmonization.
