IT Governance Maturity Models for Public Sector Organizations

Abstract

Public sector organizations are increasingly dependent on information technology (IT) to deliver efficient, transparent, and citizen-centric services. Yet many governmental entities struggle to align IT with organizational strategy, manage risks, and ensure value for money. IT governance maturity models provide structured approaches to assess and improve the capability of public sector institutions in managing IT resources. This article examines the concept of IT governance maturity, reviews established frameworks such as COBIT-based maturity models and ISO/IEC 38500–driven governance structures, and contextualizes them for public sector realities. A Public Sector IT Governance Maturity Framework (PS-ITGMF) is proposed, integrating strategic alignment, value delivery, risk management, resource management, and performance measurement dimensions. The article concludes with practical implications, challenges, and directions for future research on IT governance in government agencies.
